IEDS Account Access and Privacy Policy

Welcome to the Independent Expenditure Disclosure System (IEDS), the CFB’s web-based software for the reporting of independent expenditures. IEDS will enable you to file disclosure statements with the CFB as required by the New York City Charter and the CFB’s rules.

Access to Your IEDS Account

When an IEDS account is set up, the person who set up the account, and the independent spender (if the spender is an individual) or the authorized representative of the independent spender (if the spender is an organization), are the initial account administrators. Only users who have been assigned a user ID and password by an account administrator will have access to the account. CFB staff does not have access to your passwords.

All financial and descriptive data you enter into IEDS, and all documents you upload into IEDS, will be encrypted using a key selected by an account administrator. Encryption key are not transmitted to CFB, and CFB staff does not have access to them, and therefore does not have access to your data in a readable form. Only data maintained in IEDS for system administration purposes, such as table keys, flags, names of uploaded documents, and user names will be stored in unencrypted format and will be accessible by CFB staff.

How We Use Your Data

When you file a disclosure statement or an amendment, IEDS will decrypt and transmit any data that is required to be reported in that statement. The transmitted data will be available to the public on the CFB website, with the exception of the following personal identifying information: home street addresses, telephone numbers, and email addresses. The CFB will not provide such personal identifying information (or invoices and other expenditure documentation) to third parties unless required to do so in response to a valid legal process such as a subpoena or court order or pursuant to New York State’s Freedom of Information Law (FOIL).


Each time you access IEDS, a temporary “session cookie” will track your logged-in status. (A cookie is a file placed on your hard drive by a website to monitor your use of the site.) This cookie will expire at the end of each IEDS session and will not monitor any browsing activity outside of IEDS. Your browser must allow session cookies from the IEDS site in order to use IEDS. If you select the “Remember me” option on the login page, a permanent cookie will be stored.

Information Collected

For each IEDS session, the CFB will automatically collect and store the following information only:

  • Your account and the user ID used to access IEDS
  • The Internet domain (such as “” or “,” or “”) and IP address (an IP address is a number that is automatically assigned to your computer whenever you are surfing the Web) from which you accessed the system
  • The time and date of your visit
  • The pages you viewed
  • Whether you successfully uploaded documents, and
  • Any errors encountered while using the system.
